This festival is a strategic initiative for cultural preservation and tourism promotion in Palembang City. This research uses a descriptive qualitative method with data collection techniques including interviews, observations, and documentation. The study applies Sutrisno’s (2007) effectiveness indicators: program understanding, right on target, timeliness, achievement of objectives, and tangible change. The results indicate that the festival is effective in strengthening local cultural identity, increasing tourist visits, and boosting the local economy, particularly for MSMEs. However, challenges such as engaging the younger generation and optimizing digital promotion strategies remain. This condition has resulted in tax revenue not meeting targets despite increasing numbers every year. In response to this problem, the Metro City Regional Tax Office (BPPRD) introduced an online tax service to simplify the reporting and payment process. This study aims to assess the service's success, supporting factors, and obstacles to its implementation using qualitative methods through interviews, observation, and documentation. The results show that online tax services can increase access and accelerate payments, but are not yet fully effective in encouraging regional tax optimization. Supporting factors include local government policy support, digital system readiness, and the BPPRD's commitment to encouraging the use of online services. Meanwhile, the main obstacles stem from a lack of socialization, limited digital literacy among the community, technical glitches, and information delivery that has not yet reached neighborhood units (RTs), resulting in uneven use of the service. Perum BULOG is appointed as the main implementing agency of this policy. However, several implementation issues have emerged at the field level, including limited human and logistical resources, high administrative burdens, delays in payment, and uneven understanding of the policy among farmers. This study aims to analyze the implementation of the mandatory rice paddy absorption policy without quality standards by Perum BULOG in Lampung Province and to identify the supporting and inhibiting factors affecting its implementation. This research employs a qualitative approach, with data collected through interviews, observation, and documentation. The findings indicate that policy implementation is supported by cross-sectoral communication and coordination, implementers’ commitment, and a clear organizational structure within BULOG. The policy has contributed to increased rice paddy absorption and price stability at the farmer level. However, its effectiveness has not yet been optimal due to resource constraints, rigid bureaucratic procedures, and technical challenges in field operations. This condition is influenced by low tax awareness and the deterioration of economic conditions during the Covid-19 pandemic, which affected taxpayers ability to pay. In response, the local government implemented a fiscal policy in the form of PBB tax rate reductions. This study aims to analyze differences in the compliance levels of taxpayers receiving PBB tax reductions during the period 2019–2024, covering the pre-pandemic, pandemic, and post-pandemic periods in Sukarame District, Bandar Lampung City. This research employs a descriptive comparative design with a quantitative approach, utilizing a paired sample t-test as well as analyses of ability to pay tax and willingness to pay tax. The results indicate significant differences in taxpayer compliance across periods, with an overall declining trend. However, no significant difference was found between the pre-pandemic and pandemic periods (2022) due to similar payment patterns. Although taxpayers’ ability to pay has gradually improved, compliance levels remain fluctuating and stagnant. This stagnation is influenced by suboptimal willingness to pay, low perceived consequences of late payments due to repeated penalty waivers, variations in incentive schemes, limited policy socialization, and payment system preferences. This study aims to analyze the implementation management of the Siger Sultan Program in increasing population identity ownership for people with disabilities in Bandar Lampung City. The research method used is a qualitative approach with a descriptive research type. Data were obtained through literature review and document analysis. The research results indicate that program implementation adheres to management functions, including planning, organizing, implementing, and controlling. However, implementation still faces challenges, including limited human resources, inadequate program outreach, and accessibility barriers for people with disabilities. This infrastructure development not only generates objective impacts but also creates various public perceptions of the changes that occur. This study aims to measure and analyze public perceptions of flyover development in terms of psychological, environmental, economic, and social aspects. This research employs a quantitative approach with a descriptive method. The data analysis techniques used are descriptive statistics and categorization. The results show that public perceptions of flyover development vary across each aspect. In the psychological aspect, public perception tends to be positive, particularly in terms of comfort and safety. In the economic aspect, public perception is positive regarding the smoothness of economic activities. In the environmental aspect, public perception tends to be neutral to negative, especially related to noise and cleanliness. In the social aspect, public perception is positive regarding increased mobility. Metode penelitian yang digunakan adalah kualitatif deskriptif. Data diperoleh melalui wawancara mendalam, observasi, dan studi dokumentasi dengan melibatkan enam informan (tiga panitia dan tiga alumni). Penelitian berpusat di Dinas Pariwisata dan Ekonomi Kreatif Provinsi Lampung. Hasil penelitian menunjukkan bahwa penerapan prinsip good governance berjalan variatif. Prinsip aturan hukum, transparansi, daya tanggap, dan pengambilan keputusan berjalan optimal melalui Juklak/Juknis komprehensif, penegakan sanksi perilaku, keterbukaan informasi via Instagram @mulimekhanailpg, pengawasan berlapis, serta mekanisme keputusan hibrida. Meski demikian, detail skor mentah dan profil juri dibatasi demi objektivitas. Sebaliknya, prinsip partisipasi dinilai lemah karena pelibatan alumni (IMML) dan lembaga adat (MPAL) bersifat parsial (sebagian) dan seremonial, yang berdampak pada kesalahan fatal pemakaian atribut busana adat di Taman Purbakala Pugung Raharjo. Pada aspek keadilan dan inklusivitas wilayah, kesetaraan administratif terbentur hambatan fiskal APBD kabupaten/kota sehingga memicu dominasi prestasi dari daerah perkotaan (Bandar Lampung dan Kota Metro). Prinsip efektivitas dan efisiensi berhasil diwujudkan melalui pergeseran paradigma menuju branding digital (e-invitation dan QR Code), meskipun promosi pariwisata secara sektoral terhambat buruknya infrastruktur jalan. This study examines the implementation of the principle of public services <br>that are friendly to vulnerable groups in the civil registration administration at the <br>Pringsewu Regency Population and Civil Registration Office and identifies the <br>factors hindering it. The study employs a qualitative case study approach with data <br>collection through interviews, observations, and document reviews. The analysis is <br>based on eight principles outlined in Ministerial Regulation PANRB No. 11 of <br>2024, including equality of rights, accessibility, professionalism, accountability, <br>transparency, participation, and protection from violence. The research results <br>indicate that the agency has provided accessibility facilities, priority service <br>counters, specialized assistance, and outreach services. This study aims to analyze the implementation of the Bukit Punggur Forest Management Unit (KPH) UPTD strategy in the management of Putri Malu Waterfall tourism in Way Kanan Regency and identify its inhibiting factors. The research is motivated by the decrease in the number of tourist visits and the limitation of human resources in tourism promotion and development. The method used is descriptive qualitative research with interview, observation, and documentation techniques. The analysis was carried out through data reduction, data presentation, and conclusion drawn, with validity tests using source triangulation. This research refers to the strategy implementation theory from Thomas L. Wheelen and J. David Hunger (2020) which includes implementing actors, programs, budgets, procedures, and human resource management. The results of the study show that the implementation of the strategy is not fully optimal. The obstacles identified include limited human resources, budget limitations, accessibility to tourist sites that are still inadequate, and lack of innovation in the development of tour packages. The advice that can be given is that tourism managers need to be carried out in a sustainable manner through training, coaching, and mentoring activities that focus on the management of tourist destinations, digital promotion, tourism services, and the development of tourism products, tourism development efforts are suggested in the provision of basic facilities that are still limited, such as sanitation facilities, directions, garbage dumps, and environmental signs. This is indicated by 230 returned license applications, 746 incomplete submissions, and a decline in investment realization in Bandar Lampung City from 105.93% in 2023 to 63.79% in 2024. This study aims to evaluate the implementation of risk-based business licensing services at the DPMPTSP of Bandar Lampung City and to identify its supporting and inhibiting factors.The study employs a descriptive qualitative approach, with data collected through interviews, observation, and documentation, and analyzed using Hanif Nurcholis’public policy evaluation framework, focusing on process, outputs, and outcomes indicators. The findings show that in the process aspect, services have been effective for low- and low-medium-risk businesses; however, issues remain, including unclear requirements, inconsistencies between the OSS-RBA system and additional local requirements for medium-high and high-risk businesses, and the absence of SLA information, leading business actors to monitor processes outside the system. In terms of outputs, the system has cumulatively issued 51,630 NIB from 2021 to 2025, with accurate targeting based on risk classification, while returned applications indicate a selective and accountable system. Regarding outcomes, the policy has generated positive changes for business actors, although its long-term impact on investment growth remains limited.
