Analisis Implementasi Kebijakan Perhutanan Sosial Sebagai Upaya Resolusi Konflik Tenurial Pada Kawasan Hutan Negara (Studi Kasus Gunung Balak Register 38 Kecamatan Way Jepara, Kabupaten Lampung Timur)

Abstract

This research aims to analyze the implementation of social forestry policies in community forestry schemes at Gunung Balak Register 38 Forest, East Lampung Regency in 2022 which is reviewed from the aspect of policy size and objectives, policy resources, characteristics of implementing agencies, inter-organizational relationships, implementing tendencies and economic, social and political conditions. This research uses a qualitative research approach with a descriptive type of research that describes the facts in the field related to the research. Data was collected by using interview, observation and documentation instruments. The analysis technique uses data reduction, data presentation and conclusion drawing. Based on the results of the study, it can be concluded that the implementation of social forestry policies in Gunung Balak Forest Register 38, East Lampung Regency has not been fully successful. This is because in its implementation there are still problems, namely the low number of HKm Management permit holders, namely only 4 Gapoktan that already have HKm management permits and the lack of involvement of Non-Governmental Organizations in providing participation in empowering communities around the forest to accelerate the achievement of goals.
